I have never been sent an email or notification. The developers are following the request of high spenders and that is all. If it is a severe violation than why I have I not been given an email. I have inquired many times. Evony customer service and developers choose what parts of TOS to follow depending on who is doing the complaining. This game is well known for these actions. Check iTunes review and you will see how the developers determine their decisions. It is most definitely via complaints of the spenders. The spenders skew their views and back it with threats of not continuing their spending. This is common in a game and works quite well in getting their action through. No wonder this game is diminishing. The only servers thriving are the new servers.
