That's FOUR DIFFERENT ALLIANCE QUESTS that this is occurring.

...yet another ALLIANCE QUEST THAT FAILS TO ADVANCE
The Alliance Quest:
"Attack Monsters for 5 Time(s)
5 / 5"
That's FOUR DIFFERENT ALLIANCE QUESTS that this is occurring.
Monarch ID: 12320104
And closing / restarting the POS app. reverses the Alliance Quest counter.
It now shows:
"Attack Monsters for 5 Time(s)
4 / 5"
So that BS excuse does not work.
This IS THE EXACT SAME PROBLEM THE OTHER COUNTERS HAVE.
